Paul Manning is a bestselling author, optioned screenwriter, entrepreneur and former military and police investigator with more than three decades of experience in complex investigations, leadership and public service. His work has taken him from frontline policing and undercover operations to business ownership and the development of technology designed to improve accountability and investigative integrity.

He is the author of Ten Seventy Eight: An Undercover Officer's Battle Against Organized Crime and Police Corruption, an Amazon bestseller based on his experiences investigating organized crime. His screenwriting work has been optioned for development, and he continues to write while building innovative investigative platforms including OSTarget and SignalTrak. Based in Niagara Falls, Ontario, Paul also writes on policing, leadership, technology and public policy.

Why I'm Running?

After more than thirty years investigating complex problems, holding organizations accountable and building businesses, I reached a simple conclusion: the same principles that solve difficult investigations also solve difficult governments.

Niagara Falls deserves leadership that asks hard questions before spending public money, demands accountability from every level of government and makes decisions based on evidence rather than politics. I'm not running because I've spent my career in politics. I'm running because I haven't.

The Platform

I won't make promises that can't be kept. I will promise three things: transparency, accountability and fiscal responsibility. My first responsibility as Mayor would be to audit exactly where the city stands in its finances, infrastructure, contracts and long-term obligations—before asking taxpayers to fund another dollar of spending.

My Commitments

✓ Petition the Province to introduce municipal term limits.

✓ Vote against Council pay raises during years of tax increases.

✓ Eliminate $1,000 conduct complaint filing fee.

✓ Complete a comprehensive review of City finances.

✓ Conduct a forensic audit of the previous four years.

✓ Move toward zero-based budgeting.

✓ Publish City spending and major contracts/ consultant fees.

✓ Prioritize roads and core infrastructure.

✓ Hold regular public town hall meetings.

✓ Ensure every tax dollar is accounted for.
